Everyone can participate in the Cinemocracy Film Festival, either by taking up the "Tag - You're It" challenge and submitting a film that addresses the question, "What is Democracy?" or by simply sitting back and watching the films and "Tagging" (rating) them.
Eligibility Requirements
- Submissions to the Cinemocracy Film Festival can be shot or created in any format (Film, digital video, animation, flash, etc.).
- All genres will be accepted - live action, animation, experimental, and documentary.
- Films with illegal or highly objectionable content will be taken down at the sole discretion of the Festival organizers. Profanity, illicit acts and hate speech will not be tolerated.
- Maximum running time of submitted films is 5 minutes.
- If your film is one of the top rated at the end of the voting period you must be able to provide a USA-Region playable DVD (DVD-R, DVD+R) at XP (Highest) quality (Full screen Hi-resolution) for the public screening in Denver. No other media formats (VHS tape, etc.) will be accepted.
- The submission window begins on March 1, 2008 and runs through August 1, 2008.

There is no fee to submit.
What if my film is one of the top ranked?
- The top 10 ranked films as voted on by the online public viewers will be screened at a public event during the 2008 Democratic National Convention taking place in Denver, CO (August 25-28).
- The filmmakers of the top 10 ranked films will be provided with airfare and lodging to attend and introduce their films at the Cinemocracy Film Festival public screening in Denver.
- The top ranked film as determined by a panel of judges comprised of film industry professionals and politicians will be screened as part of the official 31st Starz Denver Film Festival (Nov. 13-23) and thus be eligible for the Starz People's Choice Award for Best Short which carries a $2,500 cash prize.
- The top 10 ranked films will be streamed on www.denverfilm.org through January 31, 2009.
- The decision of the online public viewers is FINAL.
